Toronto has more cuisines packed into it than almost any city I know, and that variety is exactly why it eats well. When a city has this many cooks from this many places, vegetables stop being a side dish and start being the point.
Planta on Bay Street is the polished one, and the cooking earns the polish. Planta Queen does plant based Asian food with dumplings and noodles that never ask to be forgiven. Fresh Kitchen has been feeding this city bowls and juices since long before it was fashionable. Rosalinda proves vegan Mexican can be generous rather than apologetic, Kupfert & Kim keeps lunch meatless and wheatless downtown, and Hibiscus Cafe in Kensington Market does organic crepes and salads with no fuss whatsoever.
My test in Toronto is the same as everywhere: purity, wholesomeness, organic where the chef can manage it, and an abundance of fresh fruits, vegetables, pulses, grains and seeds. Nobody on this page has paid for their place, and nobody could.
